2013 Legislative Update 

2013 has been a great year for protection of the unborn.
We applaud the action by the Missouri House and Senate Leadership, the bill sponsors and all the members of the Missouri House and Senate that supported the passage of strong pro-life legislation this year.

The Governor had until July 14 to take action on these bills.
His options were to sign the bill, veto the bill or let the bill go into effect.

Here is the final action by the Governor on the bills that will give clear and strong protection for unborn innocent human lives.

HB 400 - Sponsored by Representative Jeanie Riddle and Senator Wayne Wallingford - Ban on Web-Cam Abortions
Governor's Action:  Governor did not sign nor veto.  HB 400 goes into effect on August 28, 2013 
On Friday, July 12, 2013:  Governor stated in a press conference that he simply did not want his signature on this bill.

SB 126 - Sponsored by Senator David Sater - Protection for pharmacy owners not to be forced to stock any drug or device, including abortion drugs.
 Governor's Action:  Governor signed SB 126 on June 27, 2013.

SB 20 - Sponsored by Senator Bob Dixon and Representative Eric Burlison - Restoration of tax credits for people donating to agencies offering alternatives-to-abortion.
Governor's Action:  Governor signed SB 20 on March 29, 2013.

SB 256 - Sponsored by Senator Ryan Silvey - Extending the safe place for newborn drop-off from 5 days to 45 days and expanding the list of places for drop-off to include maternity homes and pregnancy resource centers.
Governor' Action:  Governor signed SB 256 on July 9, 2013.

HB 184 - Sponsored by Representative Stanley Cox - Pro-life protective language on "Missouri Works" economic development program.  Part of a larger economic development bill.
Governor's Action:  Governor signed HB 184 on July 11, 2013.

HB 5 - Sponsored by Representative Rick Stream - Renewal of funding for alternative-to-abortion agencies.  Part of the Department of Health and Senior Services Budget Appropriations.
Governor's Action:  Governor signed HB 5 on June 28, 2013.

HB 7 - Sponsored by Representative Rick Stream - Pro-life protective language on economic development appropriations ensuring that the Missouri Technology Corporation will not be able to use these public funds on human cloning and research that destroys human life.
Governor's Action:  Governor signed HB 7 on June 28, 2013.  (The 2 parts of HB 7 vetoed by the Governor did not affect the pro-life protective language.)

Gov. Perry Signs Historic Pro-Life Legislation
Governor Rick Perry today (July 18th) was joined by Texas legislators to stand for life and sign House Bill 2, which protects unborn babies after the fifth month of a pregnancy and raises standards for women's health care in Texas.

"This is an important day for those who support life and for those who support the health of Texas women," Gov. Perry said. "In signing House Bill 2, we celebrate and further cement the foundation on which the culture of life in Texas is built."...read more.

Hopeful Signs in HHS Mandate Cases
Last month, courts reviewed two requests for preliminary injunctions against the contraception mandate of the Affordable Care Act (ACA).  That is, two businesses which do not fit the exemption rules but whose owners object to the mandate for moral and religious reasons will not have to pay the fines they would otherwise be responsible for while the case is being heard in full.  Under the ACA, the fine for having a non-compliant group health care package is $100 per day per employee..read more.

 

Assisted Suicide Deaths Increased By 17% in One Year in Washington State
The number of Washington state residents who died of physician-assisted suicide rose to 83 in 2012, up from 70 in 2011, 51 in 2010 and 36 in 2009, when the state's Death With Dignity Act took effect...read more.
