March for Life 2018 

Thanks, to everyone who represented Missouri at the March for Life in Washington DC. We hope you brought that enthusiasm home with you and continue to witness for goodness and life in your hometowns!

Even if you couldn't be at the March for Life, thank you for being with us in spirit and for joining us in standing up for life every day!

This year, the devil made one Missouri group's bus trip especially difficult, as MRL President Steve Rupp explains. It is a reminder of the patient endurance that is necessary in the fight for life.
Legislative Update January 25, 2018

Budget Work In Process:

Governor Greitens announced his proposed FY2019 budget on Monday, January 22 and it includes $638,356 in additional funding for the Alternatives to Abortion program. This is almost a 10% increase! 

The governor's proposed funding for Alternatives to Abortion services for the fiscal year starting July 1, 2018, is the largest ever proposed by a Missouri governor. This would bring the Alternatives to Abortion funding to: $7,096,917. 

Budget work is just beginning; the House and Senate have not finalized the numbers. We will keep you updated as the budget moves through the process.

Committee Hearings this week in the House and Senate included: 

The House Ways and Means Committee held a public hearing on HB 1288, the bill to extend the tax credits for 17 Maternity Homes and 71 Pregnancy Resource Centers around the state. HB 1288 is sponsored by Rep. Kevin Engler. No action was taken by the Committee.

The House Children and Families Committee held executive session on HB 1383, the bill to require two custodial parent notification prior to a minor having an abortion sponsored by Rep. Rocky Miller. The vote was 7 in support and 3 opposed to the bill. Bill was Voted Do Pass and Referred to House Rules Committee on Legislative Oversight.

The Senate Seniors, Families and Children Committee held a public hearing on SB 742, the bill to ban abortion based solely on sex, race or the diagnosis of Down Syndrome. SB 742 is sponsored by Senator David Sater. No action was taken by the Committee.

Hearings Scheduled for Week of January 29 - Feb. 2:
  • HB 1383 - Hearing Scheduled in House Rules Committee on Legislative Oversight - Monday, January 29, 2018. Requires two custodial parent notification prior to a minor obtaining an abortion.
  • HB 1266 - Public Hearing Scheduled in House Children and Families Committee - Tuesday, January 30, 2018. Bans abortion for babies who feel pain during an abortion, know as the "Pain Capable Unborn Child Protection Act."
  • HB 1361 - Public Hearing Scheduled in House Children and Families Committee - Tuesday, January 30, 2018. Establishes "Simon's Law," which changes the laws regarding life-sustaining or non-beneficial treatment policies of health care facilities and prevent DNR orders from being placed in a minor child's medical file without the parent's permission.

Missouri Supreme Court hears Satanic Temple challenge to Missouri informed consent law

Link - Solicitor General John Sauer did a great job arguing the state's position in support of the 72 hour reflection period and the entirety of Missouri's informed consent statute in the lawsuit heard Tuesday before the Missouri Supreme Court.

Missouri's informed consent law is based on scientific facts and has been upheld by multiple court decisions. It will be months before we know the MO Supreme Court decision on Tuesday's arguments of the case.

January 27 - Jefferson City - MidWest March for Life. March begins 10 am at St. Peter's Church followed by a rally at the Capitol Rotunda at 10:45.
